Julius tested this bug again in latest master that includes new menu
items and upgrade to bootstrap 4, this is his comment:
the collapsed/expanded menus are accessible and
have no issues.

I can't replicate this issue. We made changes to the menu recently. This
could've fixed it.
I tried with the Orca screen reader for Ubuntu on "Browse mode". This is
the result:
I reload the page.
On the first time I reach the Main menu
Screen reader says: "Show main menu collapsed, push button"
