The module bootstrap block in init.php was causing 1.9 - 1.10 upgrade
to crash. I pushed another patch that fixes this by disabling the
bootstrap check during upgrade, whereas previously it was only disabled
during install.

A bit of chat implementation notes:
- Chat allows conversation with users friends and groups where user is a member.
- For friends it show if users are online. Groups doesn't have this indicator.
