On can still log in if they belong to 1 institution but their auth
method is associated to another institution - but as that is
administrator's choice we will leave

Hi.
I'm starting to consider this and look at the code. My thinking so far:
1) Authentication
After attempting to log in, the user is currently taken to a page that says
Access Denied but which has tabs that allow them to access content and
continue per normal. There is a simple fix for that
