Upon reflection, I think an alphabetical listing should be implemented
first and foremost. Sorting groups manually could be nice, but the sort
order may not be clear to users. Thus, I think an alphabetical listing

Good idea. That gives the admin quite a bit of flexibility further down
the track in case there are categories that should be listed in non-
alphabetical order. I don't see it as high priority as alphabetical
listing is the standard for many drop-down menus, e.g. countries,
languages,

Group categories should be displayed by admin defines. Therefore, in the
page /admin/groups/groupcategories.php we need to add a function to
change the order. For example, each category may have 2 buttons to move
up or down in the list.
