This change happened with Firefox 4, and is apparently in line with what
the HTML5 spec says. It's also how Opera and IE behave.

Hi Tim,
Can you please check that you did not turn off the HTML editor by
chance? You can find this in your Settings (top right-hand corner next
to the Inbox).
I tested the text box and the display of an image on Ubuntu 11.4 with
Firefox 4 and on Mac 10.6 with Firefox 5. Both display the text
I checked... and yes the HTML editor is enabled, but does not work in my
version of Firefox 4.0, or now 5.0 (Windows or Mac). The html editor
does appear and work in my Safari browser (Mac) and IE 9 (Windows).

The User settings 'Institution Membership' navigation item gets lost in
this new dropdown view as it isn't related to a main navigation item.
Suggested fix to this is to add it to the 'Groups' item. Any
objections/other suggestions?
