When you use the "Search users" search box, the result list defaults to
members from your own institution(s). Only in a second step can you
search for everyone (except when you are site admin).

The user search in groups should behave the same way. Initially, only
members from your own institution(s) are displayed and you search for
them. Only if you explicitely select to search for everyone will that be
done. Most of the time, group members will be searched for within one
institution. Showing all members makes it tedious to find the ones that
you are looking for.
