Hi Kristina,
I think it's the portfolio_mahara in Moodle (2.7 and 2.8)) is causing
this but I have not been able to replicate.

Unfortunately, I have not been able to replicate it - with the new or
old plugin.
Perhaps it's not the submission plugin that is causing it but there were
records created with an empty format field.

Thanks for the information. Now that they have the new plugin, can they
please test again? I'd hate to test against an old out of date code that
is not going to be fixed up when we have a new plugin. I still don't
understand what the submission plugin has to do with it because that

Hmm, there seems to be a underlying problem here that needs fixing also:
When the import_queue table was added to the system there was a 'format'
field available but it was not populated by anything - see 1.1.0_RELEASE
htdocs/api/xmlrpc/lib.php file's send_content_intent() function that
inserted

After I applied the above changes, and restored the DB to my Dev
enironment:
* updated the MNET setting to point to my Moodle Dev environment from the
front-end;
* updated the host field in import_queue table to my Moodle Dev
* deleted the cron lock in the config table.
I get the following
