Not sure if I have made it the most elegant way. IMHO suggested additional dialog box overloads the interface. Another idea that I had is to remove Hide icon completely and add small checkbox (ticked off by default) underneath homeinfo box with a sign Show this box next time you login, when one

Ruslan, Evonne was keen on the one-off session message (even less interface overload), so I've moved it and reworded the text a bit. The downside is that users who miss the message by navigating away too quickly will still have no idea how to get the box back, but I've spoken to Kristina and
