Peer assessment blocks do not display instructions for both Leap2a of
html page exports when viewing the displayed page. However when a user
has Imported a Leap2a page with Peer assessment block and edits the
newly imported page the user is able to see the instructions in the
modal window

To test:
1) Create an institution (eg test) and add some members
2) Make a few members be admins and a few be staff
3) go to the url

tab menu.
to replicate:
create a group
go to pages and collections for that group
create a page and display
expected result: only the contents of the page are display with the group as
the owner

It was decided to increase the maxLength attribute on the text fields to
1000,000 chars.
The error message string: "rule.maxlength.maxlength" in pieforms.php was
updated to read: "This field must be at most %d characters long. Please revise
it or try splitting this over multiple instances." and
