I need to create a read-only mailing list, and users can't post to list
and just read news.By the way, i only have mailman web interface, no
cmd.

All you need to do is set all users to 'moderated', set the reply-to to you
(not the list or the poster),
and disable posting by moderated users. You can join the list and turn off
moderation for your self OR
add you E-Mail address to the list of non-members that can post to the list.
