Someone suggested in the past to contact them via twitter if you are not
in Italy.

Alice and Tin belong to same group: Telecom Italia Mobile (TIM).
Unfortunately they are not replying to emails. You need to reach them by phone 
on 187.
This number is only available in Italia.
So you need to have someone in Italia or someone with a phone line from TIM.

Any case, if your messages are delayed it seems that volume are too high.
I advice you to split them on several days if possible and planned regular 
retries in the same times.
