cswcommon should almost NEVER be updated. Its a very user-freaky thing
to change.
 I dont like making changes like this, for something that is
apparently in flux. Last change to cswcommon was barely a month ago,
and it was for hooks again. This is too soon to make another change.

Please just put in the definitions, into whatever uses it for now.
(ie: define the directories with appropriate permissions)

there is no harm in having multiple packages define the directories.

After 6 months to a year has gone by, and there are no further changes
in hooks over that timeperiod, then please re-request a change at
that time.

Maybe this is the better approach anyway?  Any package containing
hooks should include the required hook directories as part of it's
prototype?  I had thought cswcommon was a good spot for these since
presumably there will be multiple implementations.
