To my knowledge georeg will not register this.  You can however register it
with a program like worldreg which uses the .tfw file.  You can find that on
the directionsmag tools site and it is a free version.  The only thing you
need to tell it is what projection to use (Since that is not a part of .tfw
files)

another program is tfwreed.exe which will do the same thing.

The image was created in ENVI, does it have to be in a certain projection
for
Georeg to interpret it?
Does it expect a negative starting point?
Has anyone else had this problem?
Is there some nit-picky text format issue?
Is the source code available?
