Brian, Simple answer: The U.S. Army Map Service adjusted Austria to the European Datum 1950 (International ellipsoid) in 1951. There's an enormous amount of history on Austrian Geodesy and Mapping, but I think that answers your question succintly. AMS did the entire computation on the UTM
