Yes, it is not atomic. Java-7 does not provide an atomic update to concurrent 
hash map. it requires using synchronized block but I do not see it is necessary 
to add this overhead since the functionality is just for logging.

It looks like findbugs is still complaining about {{ConcurrentHashMap may not 
be atomic}}

Instead of creating JobAClsManager object and calling  
JobACLsManager#checkAccess we can directly call
{code:java}
job.checkAccess(ugi, JobACL.VIEW_JOB)

which will call JobACLsManager#checkAccess. I have uploaded patch. Please review
