SYMBOLSCALEDENOM. Yep, that's it.
I've been using mapserver for years and that went completely under my radar.
In many cases I use an attribute to set the font size, when an SQL query
is involved, never with an expression. Otherwise, size is hard-coded.

I'm not sure if I fully understand the requirement. Do you have an example
LABEL block?
There are several options for LABEL SIZE -

"When scaling is in effect (SYMBOLSCALEDENOM is specified for the LAYER), SIZE
gives the size
