Mapserver does not support what you want. Setting EXTENT on layer level is
pushing it directly into layer bounding box in the GetCapabilities document
without checking it from data. It can make GetCapabilites to work fastes.

I'm finding a difference between the image produced by shp2img and a WMS GetMap
request. The image produced by shp2img looks as I expect honoring the order in
which LAYERS are defined in the map file and the STATUS value. However, the
WMS request does not seem to respect the order
Following up on this a bit, it appears that
with shp2img:
1) order of LAYERs defined in the map file matters, order of the parameters in
the -l parameter does not.
2) STATUS default causes a layer to always be drawn in the expected order.

You had only one layer in your WMS request but I suppose it was just an
accident. Layers in WMS request should be respected so that the first layer
goes to the bottom and next ones above it. Order in the mapfile should not
matter. I can't say about your installation but it seems to behave
I am going from OpenLayers to MapServer acting as a WMS client to a remote
server. OL is requesting SRS 900913, and the remote server is sending data in
