On CentOS there is no dll's those are windows only,
I'm not sure, just extracting the mapserv from the RPM is going to work??
you need everything else (gdal, geos, etc)
without root or sh access, I don't see how you can run or install mapserv

I have tried fresh installs
of mapserver, giflib, giflib-devel
had to move gif_lib.h into /usr/lib64 so the
configure of mapserver would quite complaining
even tried -without-gif, configure griped about that

or have not found the magic
formula to convert the meter's to screen X/Y
I have looked at gPoint, PHPproj4, but they all go no further
then meter's (or it at least seems like it)
