Are any plans to include compressed GML as an output in the windows version of mapserver?
Typically that would be handled silently by your webserver, if the browser supplies an Accept-encoding header including deflate or gzip.
Alternately, you can have more control over the process with some compression modules in Apache such as mod_deflate and mod_gz.
