sorry, wrong thread... tl;dr : set your mapfile's
labelcache_map_edge_buffer to the same value as your mapcache
tileset's metabuffer.

I noticed that labelcache_map_edge_buffer is in the web metadata section. So
apparently this will only work if I use WMS? I am not sure that this will work
in my situation. All of my operational layers are in one mapfile. This way I
can take advantage of label collision
