Not sure if I understood you well, but the way the brouser proceeds with any
file can be configured in the browser settings.

You need to change the behaviour on the client side, because WMS standard says
the the mime type must be what it is. You can configure with web browser
settings what program you want to use for opening contents of type
application/vnd.ogc.wms_xml.
