On CentOS there is no dll's those are windows only, I'm not sure, just extracting the mapserv from the RPM is going to work?? you need everything else (gdal, geos, etc) without root or sh access, I don't see how you can run or install mapserv -Jeff Lake MichiganWxSystem.com AllisonHouse.com

I may be mistaken here, But when you compiled geos, gdal,and pgsql you specified the install path of the program. the libraries will go where libraries are suppose to go eg '/usr/lib' '/usr/local/lib' etc... so other programs can find them.. -Jeff Lake MichiganWxSystem.com AllisonHouse.com
