There is one point important to mention in this situation: As far as I know, Apache community is a community of developers. Their meritocratic processes rely on code contribution. There is no Apache project I know of that contains as many and as important non-developers as our community. Rob Weir (IBM) already posted his idea of splitting the community in developers and non-coders, having the developer community as part of the Apache foundation and the other "supporting" community members outside the foundation [1].
