The situation is very unclear at the moment. You are right to point out 
that there has been a lull in the past days. We have mentioned this in 
the article published yesterday.


Obviously, there it is a tug-of-war between Russia-Turkey-Iran-Assad 
(with Western powers as secondary players). We have referred to the 
conflicting interests between them in some articles published in the 
past weeks:

Furthermore, there is the issue how strong is the Assadist army to 
attack Idlib and how strong are the rebels. There are reports that the 
Assadists have become a bit sceptical about their strength to conquer. 
At least, this is what some rebel sources claim. However, I am not sure 
if this is not wishful thinking.


However, it is certainly a disadvantage for the Assadists if they are 
not able to use chemical weapons en masse. It seems that this might 
indeed be difficult for them because the Western powers would use this 
as a pretext to make some limited strikes against the Assadist forces 
and to create diplomatic difficulties for Russia. (The Western 
imperialists are threatening this not because they support the Syrian 
rebels and people but because they want to create some problems for 
their Russian rival and its allies, i.e. Assad and Iran.)


My personal opinion is this: if Turkey does attack the HTS forces and 
smash them in the next days/weeks, Russia’s hope for “reconciliation” 
with the “moderate rebels” could be realized and their might be no large 
scale attack.


If Turkey fails to do this, the Assadists will attack soon.

Of course, there are combinations of this scenario possible. The 
Assadists might start phase one of their attack. (Please see our article 
of yesterday for more explanation and sources of this issue.) This might 
create sufficient pressure on Turkey to attack and smash HTS after this. 
And maybe the Russian might be able after this to do their 
reconciliation model. But of course, these are speculative scenarios.

There was no big contingent of foot soldiers in East Aleppo or East 
Ghouta either. If the attack begins, it will be the same as before. 
Jets and helicopters bombing indiscriminately, a tactic perfected by 
Putin in Grozny and by his pal Netanyahu in Gaza. The difficulty is 
that there is no place for people to go except into Turkey. Turkey, 
however, is overburdened by refugees as it is. That is why Erdogan is 
resisting Putin and Assad's offensive even though he has zero interest 
in putting up too much of a resistance to state powers he clearly has 
mutual interests with.

How a Ukrainian Hairdresser Became a Front for Paul Manafort

KIEV, Ukraine — At first glance, what happened to Yevgeny G. Kaseyev 
hardly seems like misfortune.


Without his knowledge, he says, unknown individuals set up multiple 
companies in his name and deposited tens of millions of dollars into 
those companies’ bank accounts.


“Sometimes it seems fun,” Mr. Kaseyev, a 34-year-old hairdresser, said 
with a shrug during an interview. “I’m a secret millionaire.”


Until the authorities came calling, that is, seeking $30 million in back 
taxes.


One of the people who did business with a company opened under Mr. 
Kaseyev’s stolen identity didn’t mean anything to him. But the name 
certainly caught the eye of investigators in the United States: Paul J. 
Manafort.


Mr. Manafort, who worked for a decade as a political consultant in 
Ukraine before becoming chairman of the Trump campaign in 2016, made a 
deal worth hundreds of thousands of dollars with the shell company under 
the hairdresser’s name. It was called Neocom Systems Limited, according 
to a Ukrainian lawmaker.


This was just one example of the kind of complex financial arrangements 
that caught the attention of the special counsel, Robert S. Mueller III, 
and led to Mr. Manafort pleading guilty to criminal charges on Friday in 
Federal District Court in Washington.


Looking into tax evasion by Mr. Manafort, Mr. Mueller’s investigators 
found a web of offshore companies, some of which had directors who, like 
Mr. Kaseyev, did not even know their identities were being used.


Mr. Manafort was convicted in August on eight counts of financial fraud 
and evading taxes on millions of dollars he earned as a consultant for 
pro-Russia political forces in Ukraine. He avoided a second federal 
trial by pleading guilty on Friday to conspiracy to defraud the United 
States, largely through the use offshore companies, and conspiracy to 
obstruct of justice.


There is nothing new about Mr. Manafort’s use of shell companies to hide 
and launder money. Nor is it surprising that Mr. Manafort should seek to 
use the scheme of fake directors, say analysts of Ukrainian corruption. 
It is a common form of subterfuge in former Soviet states, though hardly 
unique to them.


But the role — and sometimes the plight — of the people whose identities 
were used has gone mostly unnoticed.


“It’s a frequent problem,” Daria Kalenyuk, head of the Anticorruption 
Action Center, said of the directors, who stand to take the fall if 
prosecutors investigate.


Sometimes the directors are lawyers or victims of identity theft, she 
said. But usually “it’s people who are either alcoholics or in poor 
health, and who simply sell their passports for about $20.”


One of the risks to this scheme is that the fake directors might try to 
claim the millions held in their names. But Ms. Kalenyuk could not 
recall one instance of that happening.


“You need to have some knowledge and education to know how to do that” 
in the tax havens like Cyprus or the British Virgin Islands, where such 
companies are typically established, she said.


“Usually, they don’t know how to do it,” she added. “And even if they 
did, it’s a risky business to take over a company from a powerful 
businessman engaged in corruption.”


The companies set up with Mr. Kaseyev’s identity had bland names like 
April Limited and Neocom Systems Limited. For example, in 2009, Mr. 
Manafort signed an invoice for $750,000 addressed to Mr. Kaseyev as 
director of Neocom Systems.


That was news to Mr. Kaseyev when the invoice was first revealed 
publicly in 2017 by the Ukrainian lawmaker Serhiy A. Leshchenko. At the 
time, Mr. Manafort’s spokesman, Jason Maloni, suggested that the 
document might be fraudulent.


Neocom Systems did not come up at Mr. Manafort’s first trial, nor was it 
mentioned in the plea agreement he signed on Friday. But Rick Gates, a 
former employee who became the star witness for the prosecution, 
testified that Ukrainian oligarchs had paid millions of dollars to Mr. 
Manafort through an array of offshore companies with obscure names like 
Novirex, Firemax and Telmar.


Mr. Kaseyev said he first became aware of his unwitting role in the 
creation of at least three Ukrainian front companies a decade ago, when 
the tax police contacted him in 2007 about his purported $30 million tax 
liability at Regional Insurance Union, a company he had never heard of. 
His passport had been stolen in a burglary a year earlier.


The scale of unpaid taxes, he said, suggested that there were larger 
sums moving through the company.

On September 11, 2018, Luis Inacio (Lula) da Silva and the National
Executive Committee of the Workers Party (PT) decided to replace Lula's
candidacy for president with that of his vice-presidential running mate —
Fernando Haddad, former PT mayor of Sao Paulo — in accordance with the
heinous directive of the Superior Electoral Court (TSE).



What Trump, the financial markets, the coup government of Michel Temer, and
the institutions that promoted the coup have done is that, “they have
banned the Brazilian people from voting freely,” to quote from Lula’s
September 11 Open Letter to the Brazilian People.



This ban has a political content, as Lula goes on to explain, accusingly:
All the forces linked to the coup do not want to change the “grim reality
of the country.” They do not want to take on the banksters, who are
swimming in profits, or the Big Business tycoons, who, after having imposed
the so-called “labor reform” law, are exploring every which way to deepen
their exploitation of the working class and to further their looting of the
public services through such measures as EC-95.



This latter measure — aka the Expenditure Ceiling Act — is a Constitutional
amendment that would freeze all public spending for the next 20 years and
turn over the titles to current public entities to the speculators.



There is no way to avoid insisting upon, and repeating, this simple truth:
A presidential election without Lula is a fraudulent election.



The National Executive Committee of the PT, by a unanimous vote, and Lula
himself have now affirmed their belief that with Haddad replacing Lula as
the party’s presidential candidate, the PT will still be able to win the
election, overcoming all the obstacles posed by the fraud. To be honest, we
don't see the logic behind this affirmation. What was the purpose of the
coup organizers in banning Lula from running from office if not to prevent
the PT from returning to the helm of government? How can one believe that
they will let Haddad win?



Lula wrote: “You surely know by now that the courts have banned me from
running for the Presidency of the Republic. Actually, they have banned the
Brazilian people from voting freely to change the grim reality of our
country.”



The coup organizers will do everything to prevent the PT's victory. The
most they will accept is our participation in this election to legitimize
the fraud in the eyes of the people — a fraud, again, whose aim is to
continue and deepen the attacks on our basic rights, the privatization of
our public enterprises and services, the “reform” / destruction of our
pensions and social security, and the heightening of the exploitation of
the majority of the Brazilian people.



If there is anyone fueling the candidacy of ultra-rightwing presidential
candidate Jair Bolsonaro it’s the people who organized the coup and are now
preventing the Brazilian people from exercising their right to a free vote.
The overwhelming majority of the Brazilian people want to vote for Lula.
Everyone knows that with Lula in the race, Bolsonaro would not have the
slightest chance of winning.



The organizers of the coup and the fraud — including the highest command of
the military — will manipulate, scam, blackmail, threaten military
intervention, and more, to prevent a victory by Haddad.



This will leave the political space for PDT presidential candidate Ciro
Gomes — who promised he would place the pension funds on the financial
markets in his own particular version of a “pension reform” — to contest
Lula's scattered votes.



As we have affirmed and reaffirmed in previous statements, for us, "An
election without Lula is fraud." The PT leadership should not have replaced
Lula; it should have taken the demand for free and democratic elections to
the streets.



Having said that, in light of the decision by Lula and the National
Executive Committee of the PT to replace Lula with Haddad, what we are
seeing now is that the majority of the PT militants and a large portion of
the PT voters have embraced the fight for Haddad for President.



That is why we will go through the experience of the campaign to elect
Haddad, calling to Vote 13 [the ballot line – tr. Note], alongside each PT
candidate and each PT supporter, reserving our right to continue denouncing
the fraud.



We join the Call to Vote 13 on the first round of the presidential election
[on October 7], and on the second round [on October 28]. The vote for the
PT is a useful vote.

It has been a year since Hurricane Maria wiped out Puerto Rico. If you drop
onto the island for a visit, the recovery looks almost complete. The San
Juan airport is crowded, the cruise ships are docking on schedule, and the
piña coladas are flowing in Old San Juan. The lights work and your
cellphone gets pretty good reception. If you ignore a few dead traffic
signals and bent road signs, you might even be able to fool yourself into
thinking nothing ever happened.

But Puerto Rico has not recovered. In fact, it’s arguably as close to
collapse as it has ever been. The power is on and the roads are open, but
if you look closely, the entire island is held together with duct tape and
baling wire. Tens of thousands of people are still living under the blue
tarps that were installed by the Federal Emergency Management Agency on
houses that had their roofs blown off during the storm. Engineers are still
discovering bridges that are in danger of collapsing, and every time it
rains, new leaks are found in concrete foundations. Unlike, say, New York
after Hurricane Sandy, there is no sense that the rebuilding is guaranteed,
or that there is a better future ahead. Many Puerto Ricans I meet feel that
with one more modest storm, it will all come tumbling down again.

My good friend and comrade Ernie Tate was a leader of the British 
Vietnam antiwar movement who was the victim of a Healyite goon squad. 
This attack combined with the smearing of Joe Hansen and George Novack a 
few years later demonstrated the depths to which this sect had 
descended. Not long afterwards, Healy was expelled for Harvey Weinstein 
type attacks on female party members. One of the dregs of this movement 
continues as the Socialist Equality Party in the USA, a diehard 
supporter of Bashar al-Assad.

This year’s conference of the International Initiative for the Promotion 
of Political Economy (IIPPE) in Pula, Croatia had the theme of The State 
of Capitalism and the State of Political Economy.  Most submissions 
concentrated on the first theme although the plenary presentations aimed 
at both.


I was struck by the number of papers (IIPPE 2018 – Abstracts) on the 
situation in Brazil, China and Turkey – a sign of the times – but also 
by the relative youth of the attendees, particularly from Asia and the 
‘global south’.  The familiar faces of the ‘baby boomer’ generation of 
Marxist and heterodox economists (my own demographic) were less in evidence.

Yes and no. To my knowledge there have been separate rallies in Idlib 
City (from which many pictures are). As far as I can say, in other (i.e. 
smaller) towns rallies were together. The link to the article which I 
just sent out includes pictures with both flags.

Friday 14 September impressive mass rallies in 83 cities and towns in
the Greater Idlib region took place. FSA and HTS supporters and ordinary
people all together without any conflict reported (those who deny HTS
having a mass base should see these videos and pictures). There exist

I agree the rallies are impressive.  But I don't think they show "FSA and HTS 
supporters and ordinary people all together".  Some of the videos show lots of 
FSA flags and no HTS flags as far as I can see.  Others show a lot of HTS flags 
with only one or two FSA flags.

Thanks heaps for all this impressive material from the ground. While a
part of the left cheers as Putin and Assad wage their "war on terror"
by killing the people in these photos and videos, who they think are
all jihadi head-choppers, and another part says "plague on both your
houses" as these people are slaughtered, and the US proclaims sour
grapes that it cannot join in (in a non-reckless way, acc. to Trump),
the people there have little choice but to fight on.

One would certainly hope they collapse. Actually, Zenki was one of
only three non-jihadist groups that initially joined HTS when it was
formed in Dec 2016. I think part of the reason was that it was
completely alienated from the rest of the rebel formations, so since
Nusra/JFS was in conflict with them, it simply joined them
opportunistically. Later, I guess they figured Turkey was offering a
better deal, so they switched to the anti-HTS side. They were always a
highly idiosyncratic group, on the FSA/soft-Islamist borderlands, that
fought effectively in the past, but degenerated into thuggery.

They became famous around the world as the only group apart from ISIS
(and the regime) to have ever carried out a beheading, of a young
fighter for an Assadist brigade that the regime had conscripted from a
Palestinian camp under its control (the overwhelming majority of
Palestinians in Syria have been pro-revolution from the outset). The
reason it went around the world, of course, was precisely because it
was such a unique event; but it enabled the world Assadist and
chattering westerner movements to say "see, the moderates are
beheaders too." Of course, Zenki condemned the action of its members,
but have never shown evidence of what punishment, if any, was taken.
Good riddance.
