The climate justice movement has for more than a dozen years set up a
contrasting pole compared to 'climate action' - with very different
principles, analyses, strategies, tactics and alliances. In recent
months we've seen stronger moves from institutions in the 'action' camp
to co-opt justice language up to a point, but the very clear divisions
remain.

(I'm not sure the Wrong Kind of Green critics are following this
historic trajectory, but I haven't read all of the recent posts;
however, their occasional Third Worldism, especially in relation to Evo
Morales' government in Bolivia, is an indication of hostility to the CJ
movements of the Andes.)

CJ politics generally includes degrowth, applied to the Global North.
There are problems, however, with degrowth framings of capitalism I'll

Here I think you're making a mistake by legitimizing Paris, which
ultimately needs to be replaced. It is non-binding, with no
accountability or penalty system - thanks to an alliance between Obama
and four the BRICS countries in 2009. The costs of climate-related “Loss
and Damage” are being disproportionately borne by Africans and others
who did the least to cause the problems, yet thanks to a Paris
provision, they have no recourse to claiming “climate debt” and polluter
liability in lawsuits. The Paris Climate Agreement reintroduced the
unworkable carbon trading gimmick, which failed miserably over the prior
15 years, through the back door. Moreover, Paris negotiators neglected
to include several major categories of emitters, especially militaries,
airplanes and ships. There was no attempt to penalize fossil fuel
companies, or to incentivize their Just Transition to post-carbon energy
supply, nor even rhetorically to endorse the need to leave fossil fuels
underground. No progress was made to enhance poor countries' acquisition
of climate-friendly technologies that are currently protected by
Intellectual Property. As a result, when in June 2017, just over four
months after taking power, U.S. president Donald Trump announced he
would withdraw the largest historic emitter from the deal, there was no
punishment whatsoever. Not even a carbon tax (as even Joe Stiglitz had
called for), much less sanctions.

While 'climate action' celebrated Paris, 'climate justice' condemned
these fatal flaws.

:
--
I saw some of your posts on Marxmail about Tim Wohlforth and wanted to correct
a minor point, one erroneously being promoted by wikipedia: he was never a
member of the Socialist Youth League.

The Socialist Youth League merged with a group of dissident Young Socialists
(formerly YPSL) like Bogdan Denitch and Mike Harrington in February 1954 to
launch the Young Socialist League. Afterwards Scott Arden and Bogdan Denitch
went on a cross-country tour to promote it, visiting Oberlin College where Tim
Wohlforth and his wife Martha went to school and recruited them in March. So he
was a member of the YSL, but not the SYL; joining only after the merger."

Jim Farmelant says:

That obit says that he was a member of the DSA when he was young. I don't think
so, since the DSA didn't exist back then. More likely he was a member of the
Socialist Youth League, which was the youth arm of Max Shachtman's Independent
Socialist League.

Jim is correct. He was a member of the Shachtman youth organisation then a
member of the SWP youth organisation, organising the Revolutionary Tendency
(Wohlforth, Mage & Robertson). This was expelled and organised themselves as an
external tendency for a number of years before talks with Healy’s group in
England started.

As with anything touching on Healyism, Wohlforthism & Spartacicm, there is
copious documentation for those with plenty of time on their hands!

the planet and the system - hopeless, obfuscating carbon counting and

The DSA is hardly any kind of social democracy. It's a lot less than that
. . . and more. Something like the SDS with a socialist label.

I was just trying to stir interest in a meeting for Howie Hawkins in
Cincinnati. The DSA and the tiny self-defined cadre organizations also
involved in it seem uninterested in anything but Bernie Sanders.
Supporting a socialist running as a Green would, of course, be supporting a

So, we're left with what the radicals of our generation built . . . which,
thus far, has basically come down to a kind of déjà vu .

NY Times Op-Ed, Sept. 28, 2019
Where the Sea Ice Recedes, So Does an Alaska Way of Life
With climate change, animals that sustain Native hunters are
disappearing, and harmful algae are contaminating waters.

By Vera Trainer, Rick Thoman and Gay Sheffield, The authors are
scientists studying the effects of global warming.

The Yupik whale hunters from Savoonga on St. Lawrence Island off western
Alaska want to know when they will see bowhead whales again.

They listened patiently to eight hours of discussions among scientists
recently at a workshop in Nome, Alaska, about how the rapid loss of sea
ice is changing everything that lives in the ocean, from plankton to
whales — just as they wait patiently for the whales to return to their
island.

Nome lies south of the Arctic Circle, on the edge of the Seward
Peninsula along the northern Bering Sea. The peninsula is the closest
point of the North American mainland to Russia. Months of darkness and
daylight alternate there. And the effects of the warming climate are
front and center.

In June, people there told us, they watched a herd of musk ox retreat to
small patches of snow that lingered in the hills as they panted through
a three-day heat wave of temperatures at and above 80 degrees
Fahrenheit. The normal daily maximum in June is 54.9 degrees. More
ominous, the ocean is now free of ice most of the year; not that long
ago, ice covered the sea near Nome generally from early November to late
May. The ice is crucial to the sea life that is central to the people
who live there.

Conditions are likely only to worsen. The latest report from the
Intergovernmental Panel on Climate Change, released Wednesday, reports
that it is “virtually certain that the global ocean has warmed unabated
since 1970” and warns that the extent of Arctic sea ice will continue to
decline as air temperatures continue to warm.

We were among the biologists and weather scientists at the workshop
trying to explain the changes, and warning that more changes may be
coming. We talked about how sea ice in the region is melting earlier and
forming later. The ice was so thin last winter that an unusual series of
southerly storms shattered what little ice there was in February and
March, far ahead of the normal schedule.

This anomalous weather was followed by the fourth-highest recorded
amount of snowfall in Nome in over 100 years. Heavier snowfall may seem
counterintuitive, but the ice-free ocean now allows the atmosphere to
hold more precipitation. The Iditarod sled dog race, which ends in Nome,
was complicated last winter because, although there was plenty of snow,
there were stretches of open water that were usually frozen over.

Over past centuries, the temperature gradient at the edge of the sea ice
near Nome was a signal to marine animals that food was plentiful.
Melting ice provides nutrients that fuel plankton blooms when sunlight
is sufficient for photosynthesis. This ice melt during warmer, sunny
days provides a banquet of plankton for small fish, shellfish and baleen
whales. Those whales and other marine creatures typically followed the
retreating ice, feasting as they hugged the Alaska coastline.

Now whales often show up emaciated because the timing and extent of the
ice melt has changed. The system is out of sync. The ice melt happens
too early in the season, when shorter days and lack of sunlight are
insufficient to nourish the algae blooms.

What’s also troubling is the recent discovery of enormous cyst beds, the
seedlike dormant resting stages of ocean algae, in ocean sediments in
the Chukchi Sea, north of the Bering Strait. Unlike the nourishing
blooms that bring life to the waters of Nome, these cysts can hatch into
toxic algal blooms when the ocean warms. The toxins produced by these
algae were recently detected at low levels in over a dozen species of
marine mammals throughout Alaska, many of which are consumed by Native
Alaskans. These algal toxins were also identified in dead sea birds —
murres, fulmars and storm petrels — found during an unusual die-off in
Alaska beginning in 2015.

The international climate panel reports that harmful algal blooms have
expanded and increased in frequency in coastal areas since the 1980s, in
part because of the changing climate.

Will these harmful algae thrive in the warmer ocean of the future and
grow rapidly, causing blooms large enough to dangerously contaminate
Alaska’s marine resources? Unusually warm water, an anomaly similar to
one that resulted in a record-setting harmful algal bloom that extended
from central California to the Alaska Peninsula in

Odd. I just discovered that Wolforth was a FB friend. As I do
customarily with croakers, I unfriended him.

About 25 years ago I read his memoir, "The Prophet's Children", and
enjoyed it thoroughly. There's a great passage in it about being at an
SWP branch meeting (this was after he rejoined in the 1970s) and feeling
alienated by the proceedings. He noticed a butterfly fluttering not far
from him and his attention became riveted on it rather than the report
to the branch meeting. I loved that passage and remember it all these years.

The memoir was close in spirit to Irving Howe's "A Margin of Hope" that
is also very interesting, with the same rueful quality.

Me, I can't understand how such people can drift toward social democracy
in their 60s and 70s. Every day I read the NY Times, I feel like going
out and throwing bombs like an anarchist.

I was fortunate enough to having never met Tim Wohlforth. However, I did
know a guy in the Workers League who was active in my union local for
several years. He was always extremely disruptive in the local. In
particular, he would rant on about the need for a labor party, giving that
idea a bad name and making it difficult for me to raise the issue as a
result. He was always overtly hostile to me. The rumor was that his father
was a CIA agent, and I always wondered whether he was too.

One thing that made me wonder: This guy was built like a pro football
running back. He was so obnoxious that several different people tried to
fight him on several occasions, but he always ran away. I always wondered
whether that was because he was an undercover agent and if he had gotten
into a fight his cover might be blown.

A friend of mine who had been in the group around that same time has said
that this guy was, in fact, an agent.

That doesn't necessarily reflect on Wohlforth himself, but I can't help but
think about this member of my local whenever I hear Wohlforth's name.

[Marxism] The Interior Secretary Wants to Enlarge a Dam. An Old Lobbying Client Would Benefit.

NY Times, Sept. 28, 2019
The Interior Secretary Wants to Enlarge a Dam. An Old Lobbying Client
Would Benefit.

By Coral Davenport

WASHINGTON — For years, the Interior Department resisted proposals to
raise the height of its towering Shasta Dam in Northern California. The
department’s own scientists and researchers concluded that doing so
would endanger rare plants and animals in the area, as well as the bald
eagle, and devastate the West Coast’s salmon industry downstream.

But the project is going forward now, in a big win for a powerful
consortium of California farmers that stands to profit substantially by
gaining access to more irrigation water from a higher dam and has been
trying to get the project approved for more than a decade.

For much of the past decade, the chief lobbyist for the group was David
Bernhardt. Today, Mr. Bernhardt is the Interior Secretary.

It is not the first time that the Interior Department under Mr.
Bernhardt’s leadership has taken actions that benefit his former client,
the Westlands Water District, a state entity created at the behest of,
and largely controlled by, some of California’s wealthiest farmers. Mr.
Bernhardt also promoted the weakening of an endangered-species
regulation that would get Westlands more water, a move that has put him
under scrutiny from his department’s inspector general.

The Shasta is already one of the tallest dams in the nation, and
preliminary work has begun to raise its height by 18.5 feet. That would
allow it to hold about 14 percent more water, and the 1,000 or so
Central Valley farmers that Westlands represents would receive more than
anyone else.

“Prior to the Trump administration, this project was dead,” said Jeffrey
Mount, a water management expert with the Public Policy Institute of
California. “Now it’s coming to life. And Westlands would be the No. 1
winner here.”

Under Mr. Bernhardt’s leadership, the Interior Department has
disregarded its own scientific and legal analysis showing that raising
the Shasta not only would be environmentally damaging and
cost-prohibitive, but it would also be illegal under California law.
California’s attorney general is now suing to stop it.

This year the Interior Department’s Fish and Wildlife Service was told
to prepare a new environmental review of the dam project, but this one
will be much more limited in scope, according to a person familiar with
the plans, who requested anonymity out of fear of retribution. The new
plan would not analyze the effects on salmon habitat downstream or the
effects on several rare species.

Excluding review of the dam’s downstream effects is “like analyzing the
impact of a loaded pistol without looking past the nose of the barrel,”
said Jon Rosenfield, a biologist at San Francisco Baykeeper, a
conservation organization. The effects of storing more water behind the
dam “are major and extend all the way down to San Francisco Bay,” he said.

The Interior Department is also pursuing a deal, long sought by
Westlands, whereby Westlands would help pay for the work to heighten the
dam.

William K. Reilly, who ran the Environmental Protection Agency in the
first George Bush administration, said the credibility of environmental
decisions “always rests on good science.” The decision to raise the
Shasta Dam is an example of the Trump administration disregarding
scientific evidence when making policy, he said. “When you see a pattern
of not accepting scientific opinion, you lose trust in what the
government has done, and it’s very hard to get that back,” Mr. Reilly said.

The Trump administration’s ethics pledge requires former lobbyists to
recuse themselves for two years from working on any specific issue area
involving a particular party on which or for whom they lobbied in the
two years before joining the administration.

The Interior Department’s ethics office said it had reviewed Mr.
Bernhardt’s past lobbying for a law related to the Shasta Dam and
concluded before his appointment that the law “was not a particular
matter or specific issue area.” As a result, it said, the ethics pledge
did not prohibit him from decisions about the dam, unless they were on
issues that were “a particular matter” involving his former client.

Mr. Bernhardt did not respond to detailed written questions.

Mr. Bernhardt’s spokesman, Nicholas Goodwin, said, “Secretary Bernhardt
is and has always been committed to upholding his ethical
responsibilities, and he has fully complied with those obligations.”

Thomas W. Birmingham, the general manager of Westlands Water District,
said Mr. Bernhardt hadn’t lobbied

The link that he posted from longtime Canadian conspiracist website “Global
Research” was to an article written by longtime Larouchite F. William Engdahl.

Engdahl is has been part of Lyndon Larouche’s conspiracist cult for many years,
and has been frequently published by Larouchite publications such as the
“Executive Intelligence Review”.

Engdahl is also a global warming denialist; according to Engdahl, global
warming, like peak oil, is merely a “scare” and a “thinly veiled attempt to
misuse climate to argue for a new Malthusian reduction of living standards for
the majority of the world while a tiny elite gains more power.”

Neither Engdahl, nor the publisher of this article (“Global Research”) are
credible sources on either climate change, economics, or anything else.

I’m appalled to see this sort of conspiracist still being sent to the Marxism
email list.

Cheers,

Tony

Tony Cartalucci
A 16 year old girl is obviously not behind a “global movement” demanding
“climate action” from governments.

The massive corporate Western media is. And anything the corporate media is
behind certainly cannot be described as “grassroots.”

* * * * * * *

Cartalucci offers us two alternatives. The massive climate change movement was
created by a single individual or it was created by “corporate Western media.”
I propose a third alternative. There were already millions of people anxious
to respond to climate change and Greta Thunberg came up with an idea that that
was simply a spark.

But if I were to concede that a massive movement could be created by a single
individual, why shouldn’t that individual be a 16 year old girl?

By way of comparison I offer the example of Terry Fox. At the age of 21 he set
out to run across Canada. It was only when he reached Ontario that he started
to gain a wide following. Today there are Terry Fox runs in many countries.
