In order to understand the importance the Cubans attach to the declaration, and the reasons why it has been published so fast and in such an important way, please keep in mind that Cuba has been struggling ever since the Punta del Este meeting of the OAS (OEA in Spanish) to break the isolation that US-compliant Latin American regimes imposed on the revolution. The Cubans have not always found the proper and adequate road (in fact, IMHO, they can be criticized deeply and in fact they have already done so for the _means_ they chose). But the general direction of their march has never changed. With these bearings in mind, it is that they are so jubilant on this issue.
