It is clear that the visit by the North Korean to China two weeks before the summit
involving North and South Korea is meant as a signal to both South Korea and the West
that
North Korea. It sends a twofold signal that North Korea is not isolate and that on the
other hand no settlement can be agreed on in the absence of consultation with China.
