or - from when the first incident was entered into CAD? what does
'arrival' really mean? close or exactly at scene?

various channels as the scanner hops between channels - which is
totally typical for a live scanner audio feed of course
253 am time out - 4 E + 2 L + 1 R + 2 chiefs sent
254 am - "numerous calls" - "believe all occupants out" -
it was a 2 or 2.5 story row apt bld - looks like fire was on top story
or top 2 storys - maybe that explains the comment of 50% involved -
but one of the calls was from the fire apt iirc - so how could someone
make a call from inside the apt - and report that everyone was outside
- and then the FD

house on fire - dispatcher calls the sleeping neighbor and wakes her
up - FD kicks in door and pulls lady out front door
