This was a bug related to installations of Octave that do not include the 
“optim” toolbox. It was fixed in the development version on GitHub in this 
commit<https://github.com/MATPOWER/matpower/commit/ca9c69dd642a131003fa6d64d1700a3c1c9bd0a6>
  shortly after the release of MATPOWER 6.0. The easiest solution is probably 
just to use the current version on 
GitHub<https://github.com/MATPOWER/matpower>. The other option would be to 
manually apply the change from that commit directly to have_fcn.m.

Matpower 6.0 for the first time, and when trying to  run 'test_matpower' on 
Octave 4.2.1 (OS: Linux Mint 17.1 Rebecca), I get the following error:
