Matt: By "historic" I assume you mean that the underlying photograph is out of copyright.
For this kind of request we simply charge for delivery of a properly sized digital file ("repro photo") for printing. A product price or service fee, in other words. There is no licensing involved. If we don’t have a file, and one needs to be shot, that's obviously a special service. We charge around $150 per piece for that.
