Try installing MariaDB instead of MySQL. It is a drop-in replacement and the
version available in CentOS 7 is recent enough to run modern MediaWiki once you
enable the MariaDB yum repo.

You have permissions on the “wikidb” database but the upgrader is trying to
alter a table in the “mediawiki” database. Double check your db settings in
LocalSettings.php

Support (LTS) release. 1.27 is LTS, the next LTS will be 1.31, and so on.
