[MediaWiki-l] cldr not installing properly

I am attempting to install cldr. In previous installations, I have not had any issues with this extension and is currently live at wiki.seg.org. When working on updating the Mediawiki software from 1.23.2 to 1.26.2, after installing several other extensions, I get this message in the command
