The database itself is not in read-only mode, only the wiki is being
prevented from being edited. As I stated earlier, this worked on earlier
versions.
Sounds like I need to upgrade to v1.30+ in order to have this work once
again, is that correct?

I'm on version 1.29.2.
Users are not able to log onto the wiki when using the $wgReadOnly
variable.
"$wgReadOnly = 'Down for maintenance, access will be restored shortly';"
Users see the following message:
There seems to be a problem with your login session; this action has been
canceled as a
FAQ. Not something a person should have to dig for.

11 SP4 server running in a lampp and installed via Bitnami. Because of
security issues, I built a new server, CentOS 7.x. This is a MediaWiki
v1.25.2 environment.
What should the owner and group be set to? Currently,

I just moved an existing environment from a SLES 11 SP4 xampp/Bitnami
installation to a CentOS 7.4, Apache, MySQL, PHP environment. There were
security issues with the original installation, so I had to move to
something that I could upgrade components when as vulnerabilities are
