Yes you can XC as normal, its carrier neutral.
However, there are artificial measures in place to prevent you moving
capacity thats international into domestic without paying the proper
tariffs. I'm not clear on all ways this is being carried out and I think
its evolved over time too but certainly
While I understand that Du has the fibre to Equinix, do they control the fibre
to carriers off-shore? In other words, once I’m in equinix, am I free to
cross-connect to the provider of my choosing?

You can do it from either on or off shore zones.

This is an onshore office. Thanks. I assume DU is my only option. I

In Equinix data center are you in Onshore or Off shore zone ? If you are on Off
shore, you cannot get a direct circuit as it is not allowed by TRA. But if you
are on onshore then you can check with DU enterprise as are licensed to provide
the circuits from UAE to Equinix.

I’m looking to see if anyone knows how I would go about procuring a private
circuit or wave from Dubai’s DIFC to the Equinix data center? I’m looking for
better connectivity for our offices out of Dubai.
