That number is probably a reasonably accurate reflection of the number of 
letter/city combinations.  It does radically undercount the number of actual 
servers, though, since individual letters may have (for instance) 24 or more 
servers in the same city, in clusters attached to different IXPs (for instance, 
if that’s their deployment model).
