Have nor seen that here in Dallas for at least a year or so. My experience
with it was always dependent on the station. The first one that I noticed it
at was a Wall Mart in Carrollton. But it 'went away' some time ago.
Do not believe it to be related to any kind of a 'credit limit ' on my card,

I seem to recall 19 vac within two minutes or so.
Check for a ruptured booster diaphram. Not common, but it happens.
Also, you should probably replace the main line, the fitting/check
valve cracks with age.

Shooting a weapon is a skill and as such a test of ones ability to aim,
