I think on #3 they were all pressured to "buy" cars to keep the company cash flow looking better (though I think they are all floated by GMAC or the like, which is also getting bailed out), and many of them balked at that though seems like many also took the cars, which they are now stuck for.

To get an idea how much improvement is possible, measure cranking voltage at the battery and at the starter simultaneously. Better, and easier, is to measure the voltage between the battery post and the starter terminal. (And for grins, between the battery's other post and the engine block.) W
