Um...this is the first I've heard of this. Apparently this directive was
issued in '04, and I retired in '08 after 32 years in DOJ and DHS.

I'm not sure how this could be done by phone.

When I was "on the job" I would sometimes ask for their boss's name, then
call the publicly available number and ask to speak to that person.

One time a manager asked me to help a female Interpol agent. My spidey
senses were tingling a little, so I told her I had never seen Interpol
creds and was curious. She was a phony!
