I have been leaving the blower unplugged since it was running constantly, 
and diagnosed it to be a bad regulator (99% certainty)

According to Rusty, the break point for the blower/regulator/mounting 
plate was in the 1999 model year, and my specimen fell after the break 
point, so did not need the full treatment!

Rusty proceeded to ship me the proper part (2 day air, thanks, it came 
from CA).  

So I ran back the seat (front down, bottom back up, and backrest way down) 
and proceeded to stand on my head for repairs... I made quite sure to test 
things before buttoning everything up!

I suspected my problem was resolved when the blower did not start itself 
up, and confirmed it when it behaved normally. 

I apparently had a NEW style regulator go kaput, and it failed in a way 
to make the fan always-on (which SUCKS!)

Oh yeah, I hate "potted" electronics that are designed so you cannot 
PM them when they fail, much less repair them. It looks like it has 3 
TO-220 type transistors on it, and I bet one or more failed. Oh well :)
