i'd guess the cam lobe is worn off, or more likely the bozo lost the
element or something inside. Since he screwed up the pump, my guess is
that it will never run right unless you change the IP.
The pump on my 400k SDL is great. You could use it.

Take off the side plate, see if the rack is moving the #2 barrel.
