Does it surge when both sides are on or just one side?
I would check the taillamp chassis grounds, since the CC does pass current
through the stop lamp bulbs; a weak ground will allow current from turn signals
to backfeed quite easily.

I think this is why bad grounds are such devilish problems. The
continuity can look OK under the tiny current of a test meter, but under
actual loads you get current seeking ground in various other paths.
The usual advice is to take apart the ground connections, clean with
sandpaper or wire brush
See if it surges when you flick the headlights on and off.

pertinent soldered pin on the CC PC board and continuity looks goo

Grounds are dirty, or the alternator is weak. Those are my guesses.

After obtaining a '85 300TD from my brother last fall and the CC wasn't
working, I opened it up, resoldered the PC board, and got it working but hadn't
taken any trips until last week to notice this oddity. The darn thin surges
when the turn signals are in operation. Anybody got a clue? TIA.
