My 74 240D idle speed is too fast. The idle speed control knob and throttle
arms can increase speed but not reduce it because the vacuum-operated governor
overrides it. How do I reduce the idle speed setting on the governor?

You SURE it is set too fast?
I'd bet a sticky or out of adjustment linkage or dirt/crud under the
footfeed pedal.
UNhook the linkages, and see how slow it will idle.
There is a whole series adjustments for the swing tube diesel
linkages including limiting the RPM at top speed. The OM621 has
Check to make sure the vacuum line is in good shape and not full of
oil, and that the throttle valve in the intake is working. Loss of
vacuum due to a leaking or broken line will cause the governor to add

I disconnected all linkages at the IP and intake, and backed out all the
adjustment screws, and am still unable to reduce the idle speed. It seems to
be only controlled by the vacuum line and the governor. There must be a direct
control of the governor somewhere, I just can't
you sure there is no vacuum leak? Basically, the IP and governor are
not serviceable items, except on a multi-tens of thousands of dollars
IP test stand.
Before you pull the pull and condemn the IP, make sure you have
eliminated all other possibilities.
