What is the tube for? What do the holes do? I think it's how the fine-filtered oil (the bypass filter) gets back to the pan. The big part of the filter, the coarse in-line filter, is in series with the oil flow to the bearings. Can the tube be removed from the cover? It probably screws

If the filter was made in Asia, that might be the source of the debris. I once bought oil filters made in India and found that if you bumped them on a table, small pieces of debris would fall out. I called the seller who checked his stock and found the same thing, so I returned the filters.

There is a ball-bearing check valve at the bottom which only allows oil to flow downwards. If the tube is meant to unscrew, it will likely have a bolt-head on the outside of the cap. Maybe you can find some solvent which will work on the plastic that you found... And let it soak in the tube
