Where SWMBA works, there is a 36 month cycle for upgrading. If it comes with the new OS, that is kept sealed and the prevalent OS is installed/cloned on. When enough hardware has accumulated and IS is happy, there is a big change over to the new OS. Took them until y2k to finally move
