Probably both the cam and the lifters. The 1978 has the larger cam oil
delivery tube that was supposed to cure that problem - so it's
probably been run low on oil like Mathieu said.
Buyer beware. Other than all the rubber seals and tubes in the intake
system drying out and leaking, these are bullet

It could be many things. Lifters would be the cheapest, but these
motors have a propensity to eat camshafts if they are run low
