Certainly I agree. I'm not sure any local government has the resources to
pull that off without federal help, though, especially in this era of tight
budgets.
Seems to be a responsible view - everyone looking out for themselves in case a

the SECRETARY OF STATE! She deals with foreign weenies and disasters,
not local monkey shines. I will grant that the Governor of LA has
acted like it is some third world nation not aligned with USA, but

Good thought except that your emergency supplies are canned goods. When you
put away emergency supplies you don't know if the emergency is going to knock
out electricity so if they require cold then you've put the wrong stuff away.
When you move upstairs you take your supplies with you so now
