When I was in high school the local traffic/parking cop called Bud
Bickle drove one. We had a discussion about him the other day on this
FB group, someone said they sold off those trikes (with a big trunk
thing in the back) for a coupla hundred dollars at a police auction

It was a foot clutch, hand shift. Very old school Harley. Being a 3
wheeler, very manageable...
Unlike the 2 wheel version, it could even be ridden while intoxicated... so
I have been told... ;))

I remember cops used to drive little things like that for parking
violators, and the mailmen had them.
