My top 25 mile average in the Cruzer is 64.1 mpg, might have hit 65 if I didn't

I bet if you put a TDI engine in it you could come close...
IIRC the 123 turbos get better fuel economy than the non-turbos which makes
sense, IIRC (again) diesel engines are like 30% more efficient with a turbo
than without.

Yup. Upgrade the pistons, ceramic coat the pistons, upgrade the
oiling system,
Disable cylinders 2 and 4. Adjust the valves so they don't close and pinch off
