Messed with the cable some more this morning. Looks like I either
kinked the cable or broke the interior plastic sheathing at the engine
end. Tapped lightly on the lever inside the transmission with a rubber
mallet and got it to move, pulling the cable taut aginst the throttle
linkgage.

Almost certainly a bad tire, especially since changing the pressure
makes a difference.
Check the tires from excess wear on one side of one tire -- if you have
differential tread wear on one tire, or worse, the tread snakes as
you rotate the wheel, the belts are out of it. Don't drive it
