The pulley holder was called a “pulley spinner” at HF and is no longer available. I checked at the store today. There might be one in a store around you, but they discontinued it late last year, so it’s limited to stock on hand. None at my store. You can find them elsewhere:

I was able to get my 12mm hex into the bolt far enough to get things loose. It was at a slight angle, but once I broke it loose I used my fingers to back it out the rest of the way. I will mount the pulley separately when I install the new parts. In my case the pulley bolt was really tight,
